Citizens Lake sits on Monmouth’s west edge, where the Route 34/67 Bypass meets Route 164 — a 26-acre, city-owned lake with about 1.4 miles of shoreline. The Illinois Department of Natural Resources manages it for fishing, with bank access along most of the shore and boat ramps on both basins (electric trolling motors only — no gas engines). A campground with full-service and tent sites sits near the north basin, and walking paths and picnic areas make it an easy stop for a quiet morning outdoors.
